インド政府 「イルカは人」と認める a dolphin is non-human person by India’s government

香川県高松市にはイルカの駅員「ことちゃん」がいることは有名ですが、
ようやくインド政府が公式にイルカが人であることを認めたそうです。
インドの環境・森林大臣は、シャチやイルカのようなクジラ目の動物を
知性や感情を科学的に確認したため、
彼らを「一定の権利をもつ人類ではない人」と定義したとのこと。
たしかに、ソーシャルメディアを駆使し、選挙にまで出馬してしまうイルカの駅員さんが
人でないわけがないですよね。

Kotochan is a famous dolphin who is station worker of Takamatsu local train “Kotoden”. India has officially recognized dolphins as non-human persons, whose rights to life and liberty must be respected.

Kotochan is now struggling to compete in the general election of local charactors 2013. He is now second 12nd June now. He is in second place in regional contest, about 3,600 points behind Mr. Fuderin (Kumano town, Hiroshima pref.). If you vote at department store, the point become 5 points. Thus, if from 700 to 800 people go to vote him, Kotochan can win the election.

イルカは「人類ではない人」だ。その生命と自由の権利は尊重されなければならないとして、インドはシャチやイルカのようなクジラ目の動物たちにこのような特別な地位を公式に認め、これらの動物を飼育するドルフィン・パークをすべて閉鎖するように命じた。

公式声明で明らかにしたように、インドの環境・森林大臣は、科学がこうした動物たちの知性や感情をはっきりと確認したと説明して、彼らを「一定の権利をもつ人類ではない人」と定義し、こうした動物たちの捕獲や監禁につながるすべての行為を禁止した。

Therefore, in view of the foregoing, the Ministry of Environment and Forests, Government of India have decided not to allow establishment of dolpinarium in the country. The State Governments are advised to reject any such proposal for dolphinarium to any person/ persons, organizations, Government
agencies, private or public enterprises that involves import, capture of cetacean species to establish for commercial entertainment, private or public exhibition and interaction purposes whatsoever.

India’s Ministry of Environment and Forests has advised state governments to ban dolphinariums and other commercial entertainment that involves the capture and confinement of cetacean species such as orcas and bottlenose dolphins. In a statement, the government said research had clearly established cetaceans are highly intelligent and sensitive, and that dolphins “should be seen as ‘non-human persons’ and as such should have their own specific rights.”
