In 1953, Commodore Perry of the United States Navy led a fleet of ships to Uraga, Kanagawa pref., to forcibly end Japan’s long-standing isolationism, This move prompted many Japanese people to proclaim the necessity for strengthened naval defenses. As a result, in 1863, the shogunate government ordered feudal lord Yoritoshi Matsudaira of the Takamatsu domain to built an artillery battery on Nagasaki-no-Hana to protect Takamatsu Port from attack. With the involvement of Sankei Fujikawa, (from present day Mitani town, Takamatsu city), who had studied western battery construction methods , a three-level battery with an upper, middle, and lower section was constructed on the southern hill of Nagasaki-no-Hana orientated towards the sea. It is assumed that the upper level was designed as a garrison post whilst the middle and lower sections were armed with three artillery cannons apiece. (Kagawa pref.)
