高知県土佐清水市の観光施設「足摺海底館」が、営業再開を断念し、2026年9月30日をもって営業終了する見通しとなりました。 足摺海底館は、海中の魚や海底の様子を観察できる施設として長年親しまれてきましたが、連絡橋の老朽化による安全上の問題から、2026年5月から休館していました。 運営する県観光開発公社が検討したところ、海底館本体の改修と連絡橋の架け替えには約5億円が必要となることが判明。さらに、巨額の投資をしても、その費用を回収することは難しいと判断され、再開を断念することになりました。 今後、危険性の高い連絡橋は撤去される一方、海底館本体は当面残される予定です。

今回の営業終了は、単なる一施設の閉鎖というだけでなく、高度経済成長期に整備された観光施設を、老朽化した現在、誰がどのように維持していくのかという全国の観光地に共通する課題を浮き彫りにしています。 観光施設は、地域の「記憶」や「象徴」として大きな価値を持つ一方、安全対策や大規模改修には多額の費用が必要です。「残したい」という価値と、「維持できるのか」という経済性をどう両立させるか。足摺海底館の今後は、人口減少時代の観光施設のあり方を考える事例にもなりそうです。

The ‘Ashizuri Underwater Museum’, a tourist attraction in Tosashimizu City, Kochi Prefecture, is set to abandon plans to resume operations and is expected to close its doors on 30 September 2026. The Ashizuri Underwater Museum has long been a popular attraction where visitors can observe fish and the seabed, but it has been closed since May 2026 due to safety concerns arising from the dilapidated condition of the access bridge. Following a review by the prefectural Tourism Development Corporation, which operates the facility, it was determined that approximately 500 million yen would be required to renovate the main building and replace the access bridge. Furthermore, it was judged that even with such a substantial investment, it would be difficult to recoup the costs, and the decision was therefore taken to abandon plans for reopening. Going forward, whilst the highly hazardous access bridge is to be dismantled, the main building of the Underwater Museum is scheduled to remain in place for the time being.

The closure of this facility is not merely the shutdown of a single venue; it highlights a challenge common to tourist destinations nationwide: who will maintain the tourist facilities built during the period of rapid economic growth, and how, now that they have become dilapidated? Whilst tourist facilities hold great value as ‘memories’ and ‘symbols’ of a region, safety measures and large-scale renovations require substantial expenditure. How can we reconcile the desire to ‘preserve’ them with the economic reality of ‘whether they can be maintained’? The future of the Ashizuri Undersea Museum is likely to serve as a case study for considering the role of tourist facilities in an era of population decline.

足摺海底館は、1972年に開館した海中展望施設で、「海中を歩くように観察できる」ユニークな観光施設として人気を集め、累計600万人以上が来館しました。2022年には国の登録有形文化財に登録されています。

一方で近年は老朽化が進み、2025年にはウニによる浸食で壁に穴が開き浸水するトラブルも発生しました。さらに連絡橋の劣化など安全面の課題があり、今後の観光客増加（大河ドラマ「ジョン万」放送決定 / 2026年4月9日）を見据え、安全確保のため2026年5月1日から当面休館することが決定されています。

The Ashizuri Underwater Observatory, which opened in 1972, is an underwater viewing facility that has gained popularity as a unique tourist attraction where visitors can ‘observe the underwater world as if walking through it’, attracting over 6 million visitors to date. In 2022, it was designated as a National Registered Tangible Cultural Property.

However, the facility has deteriorated in recent years, and in 2025, a problem arose where sea urchins eroded the walls, causing holes and flooding. Furthermore, there are safety concerns, such as the deterioration of the connecting bridge. In anticipation of an increase in visitors (following the announcement of a NHK Taiga drama series), it has been decided that the facility will close for the time being from 1 May 2026 to ensure safety.
